I have HTML Editor - it's great. There is a Visual Editor TAB. Does this provide the same functions as the separate product -- Visual Site Designer?

No, they are 'miles' apart. For visual editing I recommend the Visual Site Designer, which is far better than the visual mode in the Editor.

If you want to use the visual mode of the Editor, keep in mind that if you switch between that and the code mode, it will mess up your markup.
