How do I download the latest version of HTML Editor or do I now have to pay for the latest version?

To download your purchased software.
Mouse over the menu in the top right by your name and choose Your Purchases. Scroll down past the programs that you haven't purchased yet till you get to the section of the software you have purchased. You should see the program you want to download listed there if you have purchased the full version. Click the download and install it, and once it's finished installing you're all set to go

Yes. Stylesheet maker.

The CC style sheet maker has long been discontinued. There have been a lot of development with css code, and this programme was therefore becoming outdated.
There is a much better, and updated, one built into the HTML Editor.
