Layout is Making me Crazy

Hi,
I'm putting together a website, simple, basic stuff. A big background picture and a div in the middle that has the actual reading stuff. A masthead with logos across the top, a navbar down the left with some clever mouseovers, a footer at the bottom and there, to the right of the navbar: the actual stuff people came here to read: event calendar, information on how to join, all that.
Except I CANNOT get the layout to work. Now, I last wrote code twenty years ago when I thought it was pretty cool when I discovered that I could next tables and get everything to stay in relationships, no matter what the screen size was.

What should I be doing? Is there a program that I can use to get the layout?
