Is it possible to create frames using visual site designer, so that the heading and buttons can remain constant with just the content changing?

Steve it can be done! but you'll need an html editor or hard code it yourself and insert into VSd. VSD doesn't make the code.

CSS will give you the same features, and it is much more flexible and SEO friendly.

Frames are useful in very limited situations and due to the wonky cross-browser rendering it is often best to use something else, just in case your site ends up looking different than you envisaged in some browsers.

What are you trying to do with frames" Just change the centre page and keep the menus and header/footer type of thing?
