I'm having a weird issue with this anmimation banner below. Not sure why it's not looping in other browsers.

It's looping for me just fine in Firefox 3.6

For me, it loops continuously in IE 8 but not in FF 3.6 or Chrome and I've not a clue why. By the way, you might consider removing the meta tag giving credit to Namo WebEditor as the generator

I just updated to 3.6 but still no luck

The lower banner loops for me in both, but the top one doesn't loop in FF3.6 for me.

Yes, that's the problem for me as well,
I'm pulling my hair because iIm not sure why one is looping & the other will not when I have the setings the same.

ah I may be wrong too, I didn't realize there were supposed to be 2 banners animated? I see the one with all the kids on it only. That one is animated for me & looping just fine in 3.6, but I don't see any others on the page at all.
