Changing your page from .html to .php will not mess up any of your html on the page - it will display exactly the same in the browser no matter which way you name it... CSS and all 
how does your screen reader do with an iframe? if you dont want to rename the whole page you could perhaps put the form in an iframe instead?
OR - you can send the form data off to a php page for processing and then get redirected back to an html page after - happens so fast no-one will notice...
or yep - like you say - you can go with one of those canned cgi scripts that the hackers like
