After adding the responsive menu component and customizing it I realized I needed to adjust the point where it changes from a dropdown to a heading menu.

On the Container with the Class "top-bar", change the Apply To from Class to ID and then scroll down to the POSITION section and change the Display from None to Flex. Then go back to the Container with the Class "title-bar" and scroll down to the POSITION section and change the Display from Block to None.
