I have been using Visual Site Designer for a couple of years now - and it's a great
easy to use software. However recently, I needed to make some changes to my
website: www.bogleysigns.com and when I made the needed changes in VSD
when I tried to upload the changes, I noticed that the "send changes" button was
not high-lighting. All the other options in the upload dialog box were - but not
the "send changes" botton. I then just tried to use the "send all" button, but the
files did not seem to go into my server's folder properly. By the way the server
is www.freeservers.com My real question though first is the one in VSD.
Also, I think I am using the latest version of VSD that came out last Fall 2008.
Any answers would be greatly appreciated.

VSD version is 5.9.4 as of Apr 24, 2008. So it does seem you have the latest version if you downloaded in the Fall of 2008.

Have you tried syncing your site? VSD has a button to resync, and sometimes that fixes things.
