Gee Whiz, Bruce, that is terrific. No need to kick the cat, either. He will be pleased. Thank you, thank you. I will add this tip to my own Help folder.
Now I wonder why our friends at CC gave no hint to this.
Here is what VSD Help Said:

The MouseOver Inspector
When surfing on the Internet you have probably noticed how some graphic objects changes when the mouse is moved on top of the object. You can create this same effect on a Webpage when you use Visual Site Designer to build your website.
To make a mouseover start out with making a green circle using the Polygon Tooll. If you now click on the MouseOver button in the Toolbar the inspector to the right is shown. If you now click on the button Create you will notice how the object gets 8 green handles instead of the blue handles.
The inspector now changes to the one on the right. You now actually have two objects: the original object and the MouseOver object. They have the same position, size and everything. You can switch between the two objects by using the "Show" radio-buttons. If you try to give the object another size and then toggle between the two objects using the radio-buttons you can now see the difference.
Positions however are the same for both objects so if you move one of the object you actually move both. The only way do move the objects slightly independently of each other is to use the offset.
If you use the MouseOver effect on text-objects and you edit the text for lets say the original object then the text in the MouseOver object is changed as well. The same goes for buttontext on circles/rectangles. You can however have different text for the two objects by removing the checkmark in the MouseOver inspector.

I have an inferiority complex - but it is not a very good one.
