I want to add a .swf file created with another program (no .XML file) and I do not seem to be able to find:
8. Go to Settings > Add Files and browse your computer for the .swf file for your animation. Click
Add to add it to your Website.

I just downloaded the latest version of Visual Site Designer Version 7.0 build 8.0.
Now I had no problem on the previous version of VSD. Can someone please let me know what I am doing wrong here or has the "add files" option been moved or removed.

I've never used it, but try Edit > Add Files. (Or Ctrl+Alt+F)

I think that's what you're after.

Yes that's it. They moved it. Coffeecup needs to change the help files on this one.
