I can't seam to find how I can find on the Coffee cup site how I can down load the programs I have already purchased a few yrs ago as I have had to change my computer, I thought the site had a spot where we can re-download our programs once purchased

You can also get there by clicking the "Get Support" button on the menu at the top and then choosing the Orders and Downloads on the left menu.

How is this service suppose to be used exactly ? I'll be purchasing a new computer for my office shortly. I can download previous purchases to that new system. What about the old PC ?

Your allowed to have the cc programs installed on 3 PCs for your own personnel use. If the old pc is being scraped I would clear the hard drive just for good measure otherwise go get your self an external hard drive enclosure and keep using the hard drive until it dies.
