Overlapping Object Boxes- can't...

I am unable to create a ‘Mouseover’ on two of my nav’ buttons because I’m told by the pop-up box there are overlapping object boxes behind the buttons.

By clicking ‘select all’, all the blue framed object boxes on the page appear and I can see the offending blue frames, which are empty.

The cursor turns to cross hair arrows and nothing can be done on the page.

Question: How can I remove the offending blue frames without having to rebuild?

What's in those blue frames? There has to be something in them. Are they hidden behind some of the other objects?
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

Thanks for replying, Eric. The solution lay in exploring every single object box on the page and experimenting with the Object->Arrange tools. Eventually the offending objects revealed themselves and I was able to delete them.
