I wish to create a mouse over so that two photos one black and white and one full colour swap over, but when I click on the photo that is on the page to change it to colour, the create button in the properties
box stays grayed out, why is this

Mouseovers can't be done directly with images. What you have to do is create a shape, use the Fill tool and fill the shape with your black and white image. Then create a mouseover and again fill it with the colour image.
