I don't think it is possible, not even in the newest version. I have forwarded your question to someone who might know more about VSD than I do.

I've tested this offline and it seems to work using the html tool as the link and topic. for the button link, you would write it as: <a href="#fineJewelry">Text here</a> and the topic to the paragraph would be: <a name="fineJewelry"></a>
I've also tried this using a Button link.
http://www.yllek.info/PiceList.html just check the source code to see how it's linked, I used the button in upper left side.
