I have got the tooltip now communicating with the CSS. One problem remains - The tooltip itself is still appearing transparent ie I can still see the existing page text underneath.
Any ideas please?

For anyone who is interested the fix was to ensure the "allow advance text" check box was ticked thus allowing the text to be moved to back allowing the tooltip to the front.

Oops, when I saw your html code, I assumed you were using the HTML Editor, since that wasn't VSD code. I tried this again with VSD this time. Had the same problem with text appearing over tool tip.
With text entered using the html tool I could toggle whether the tool tip text appeared over or behind the text by changing the layering of the html objects.
Select the html object with your picture and popup text code. Then select the menu Object>Arrange>Bring to Front.
Alternately, select the html object with the text that needs to be in back and select the menu Object>Arrange>Send to Back.
