Gettin' closer...looks okay on my laptop (widescreen) but on my desktops I have to manually center each page in IE.

That's not right 
Ticking the 'center design' box in the page properties should do it, no matter the browser.

You got it centered 
1366px is very wide for a web page; but I still see the white on either side of the header.
Even though the content fits in under 1000, users with smaller screens are going to have a horizontal scroll since the page itself is 1366px wide.
