I have your code and your flash file. I still looks to be a corrupt flash file. Does it preview locally on you pc?
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

Yes when I saved the file as a gif it does preview. I attached the gif

Why didn't you put the animated gif on your page?
I can't hear what I'm looking at.

If your using VSD all you need to do is click the image tool on the left hand side of the design window then browse to the gif. The gif will appear with some black around it but when you preview it in VSD or live on your site it will appear as designed.
I can't hear what I'm looking at.

I added it to the home page and to http://www.beaconbaymarinarv.com/blank.html but it did not show up, In VSD preview it loads and plays good but not live

rookie mistake and forgot to upload the gif file, so now it shows up but not very good

I believe Eric is right... When I view this image, in VSD, HTML and on IE9, Firefox and Chrome. I see the fish swim half way out, and the bottom half of the screen freezes and shows static and the image starts again. I would check to see if you have a previous version or a backup of this image and try using it because this one is corrupt. :(
