I'm using vsd version 5.9.4 after creating the web site I tryed to upload. The message "Error while uploading. Program could not create catalog" message comes up. When I try test connection, it comes up with no error. When I click preview the first 7 pages work and the rest don't preview. Please help.

I suggest you first upgrade to the latest version as it fixes many problems.

I am getting the same error message with V6.

can you try connecting with another ftp just to see if the settings are corret?
Do you have any anti virus running in the background or firewall?
Have you tried with passive selected and unselected?
Whom are you hosting with?
