I am using Visual Site Designer. Is there a way to import .html web pages into this environment?

Sorry, but the answer is no.

VSD creates websites, and saves them to a .vnu file. When you save, it creates the HTML pages that it will upload to your site.

Everything that VSD knows about your site is kept in the .vnu file, and only VSD changes that file.
