I have been working with Google Webmaster tools and under HTML improvements it stated the following:

Duplicate meta descriptions

Meta description information can give users a clear idea of your site's content and encourage users to click on your site in the search results pages.

I went to my Visual Site Designer 7 build 24 and open the first page on this list and click page properties and I see I can title of the page “Free eBook on how to buy electric and save money “ and not what Google meta descriptions for this page Energy Conservation Broker we provide power to choose & compare electricity rates Utility Energy com

So I am confused why is Google seeing Duplicate meta descriptions on the above 11 pages with the same description ?

A link to your site would help us see what's going on.
It seems, though, that Google is referring to the meta description tags and you are looking at the title tags, i.e. apples and oranges:

<title>title text here</title>
<meta name="description" content="description text here">

You should have both a title tag and a meta description tag for each page and they should each be unique and specific to the respective pages.
To see what's actually in your page, right-click on the page in a browser and choose "view source".

In VSD click on edit, top left of screen

in the drop down box check what you have under : edit keywords and description

Try to make these relevant to your page title, and your page content

You can elect these to be identical for every page, but its better to make each page unique, so check those details individually page by page
