This is what I need: Three words of text in 3D, around it an oval border in 3D OR an oval border composed of several different-colours in concentric rings (like an oval rainbow). I want no fill - the webpage background will show through around the text. Then I want to save it as a vector graphic.

What reasonably priced graphics software will do this in a user-friendly way?

I would agree with both Inger and Eric. I have Xara 3D and it's pretty awesome for what you're asking for. I've not used the Hexagon as of yet, but I did download it a few days ago since they had it free for February. Give them both a try and see. I'm pretty sure Xara has a trial version.
