Why in the world would you want to use css/html to crop an image instead of using an image editor?

I would have to agree with Tom here big time. Although it's definitely "possible" to use css and html to resize an image area, it's definitely not practical for your visitors to have to load that larger image everytime they visit even though they are looking at a smaller one. Always best to resize the image in an image editor and "then" add the image to your page.
From what I understood, he's getting the image and updates of the image from a weather station, so it isn't possible to manipulate the image itself. Or, at least not if he's using a direct link and doesn't want to mess with server side image manipulation.
