You didn't provide much information about your problem. Sometimes a link to what you are doing helps. Here is some generic information.

First, you need to setup a PayPal account. When you do that, PayPal provided code that you can copy to put the payment buttons on your site.

VSD is the CoffeeCup Visual Site Designer, a WYSIWYG program for producing websites.
