If I purchase and use a responsive theme for web form builder, do I need to place it within a web page constructed using a responsive theme for the HTML editor??

For "any" element to be responsive even, the site needs to be responsive so that will apply to calendars and forms and galleries etc. :)

Not all the elements need to be truly responsive if they fit within the minimum dimensions of an html elements css of the responsive page.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
