Yes, it is. The 'dot' here is not there to separate the full numbers from any decimals. What you see after the dot is the build number. So version 2 build 9 was the previous update, now we have version 2 build 10.

Yeah, if the dot had been a decimal point. As far as I have understood, changing the whole number would mean a new version, not just a new build. Version changes happen when there has been a kind of 'big' change in the app.
