Basically for the reason I mentioned. It makes no sense to send a copy of an auto-response message to a second address.  The auto-response is used to let the person who fills out the form know that the message was received.  I just don't see a real world example why a secondary person would want to receive the auto-response message each time a form is filled out. I would think they would prefer to know what information was actually submitted.
So to answer your question then, this is how the software works (and should work) and I don't see it getting changed anytime in the near future unless someone can make a very good case for why it should be changed.
