Most of the issues are latency issues, slowness of opening, slowness of running, slowness of activating whatever such as even just clicking a file in the tree of a program or windows itself

I'd say these are not video related. Sounds more like a computer in it's death throes that should be replaced before everything is lost. Tell your husband.

Are you running 64 bit or 32 bit windows 7?

I also question why you are running 3Gb of Ram as that is the old XP max (and without a really good reason RAM is installed in multiples of 2). This is just a guess based on the installed RAM but I suspect your motherboard is several years outdated. Among other things that you could try is to check for a BIOS update.

Windows 7 and most 64 bits chips utilize multiple threads/processes i.e. the CPU processes multiple instructions at one time instead of a single instruction at a single time. Older motherboard designs didn't anticipate this and can get a little confused it shouldn't cause a system crash it should just stall the system until everything gets sorted out. Modern graphics cards have a lot of computing power on their own but can aggravate this situation because they are doing calculations that traditionally were handled by the CPU, allowing the whole system to go faster in theory (but when the processors on the graphics card get too far ahead of an already confused system it compounds the problem instead).

To all the techno weenies out there I know that the explanation is oversimplified but hopefully it can help identify the problem and decide what to do about it. If you are running Windows 7 64 bit before downgrading to XP which Microsoft no longer supports, I'd try reinstalling Windows 7 32 bit first. Don't worry your that your processor is 64 bit it was designed to handle 32 bit instruction.

No, no, Levi. You don't quite get it. This PC is inoperable.

Jo Ann needs a new core I7 computer, tell her hubby.

Well Tom since she is running a 32 bit OS already. Then I will concur with your diagnosis DIW. But I have always wanted a multiple processor Itanium system, and since I'm spending someone elses money!! :D
