I just want a program that isn't flash or animated. Just a plain jane banner maker.

ahh well then any image editing program can do that, even the Windows Paint program can make a banner ... kind of lol. Do you have any image editing programs such as Paint Shop Pro or Photo Shop or something similar? Doesn't have to be big expensive ones, simple and easy can do just as well. All a banner really is, is a set sized image, background color, or texture image that fills the size with some text or other images over it. Much of what is needed to create it depends on what you'd like to be on your banner too so that makes a difference.

Granted it isn't super intuitive to overlay things, so your idea isn't bad at all, don't want you to think I'm saying it's a dumb idea, it definitely isn't. Many people don't have image editing skills or programs so a banner creator would be cool and probably not too difficult for CC to create.

Jo Ann is correct, you don't need to purchase expensive image editing programs to create a quality image banner for your website. As a matter of fact, some powerful image editing applications are free. GIMP is released under the GNU license and is completely free and legal to download for your use.
