Just installing Responsive Site Designer and received this warning:
We couldn't install the Visual C++ Redistributable for Visual Studio 2015
Is this a problem, and how should I address it?

Honestly sounds like a Microsoft based error, nothing with RSD - try downloading the content straight from Microsoft's website https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
