CC's Grid Builder is currently mobile-up in the Grid Editor's media queries. CC might change that by the time RSD 3 rolls around. But, CGB is live now, and its mobile-first. But, CC may not want to encourage users to use a deprecated framework in another version of RSD. CC will still be employing Bootstrap and Foundation frameworks because they are so popular and proven, and CC had created their components. Css grids are independent of frameworks. So its up to CC to make an exception. I's contact support and make a feature request. But, really, mobile-first is a far better way to design. I was leery of it too at first, but it forces you to design better.
