Not used site designer in a while. Did the stetting tab that was to the right of the element tab get removed. This gave you access to add meta to the header section and add javascript and footer text.

The meta settings that used to be in the Settings tab are now in the 'Page Manager'. You find it if you click on Pages -> Manage project.
Other details, like contents for the HTML element or for attributes are to be found in the Element tab.
