#1. (Expanding on what Mansour said already) Not only does Google recommend it, but they require it now as of April of this year, in order to get proper ranking on the search lists. Your site will still receive certain benefits, but it will be docked quite a bit from what I understand, if it is not responsive.

#2. If need a "responsive" cart system immediately, you'll have to look for another shop software or system as the current CC shop software does not make responsive shops. I know CC is working on (or will be if they aren't now) a responsive cart system which will replace the current one (I'm assuming that it will be a completely new program that we'll need to purchase again, but they are pretty great about giving previous owners of certain software items an awesome discount when that happens). I am going to fathom a guess it will be a while though before they get to a release point.

Since there's no estimated release date that I'm aware of (nor would believe hahaha) for the Shopping Cart program here, I guess it would depend on how fast you want that responsive cart. If it's not super fast, then I'd hold out for the new program when CC releases it, if you need it now you'll have to search for another alternative.

The others have talked about the reasons for a responsive site.

As for a shopping cart, if you just have one or two products, you can easily setup a purchase form using Web Form Builder. On the other hand, RSD can be implemented on any web server. Therefore, until CC releases a responsive update to SCCP, if you need a fully functional shopping cart, many web hosts offer open source shopping carts. One that I have used successfully is osCommerce. However, when CC releases a responsive cart, I'll be switching to it. SCCP was one of the easiest to set up and use carts I have worked with.
