I have four pictures that I want to use as links on our homepage. How do I make it so when you hover over them text appears, such as "About Us"?

There's a few ways to do this. a simple title="about us" works with some browsers. You can use jquery tooltip

Is there a way to do this within Responsive Site Designer, or am I going to have to export the page and open it up in HTML Editor?
Another possibility I would like to explore is having a different image for the hover state. Is that possible in RSD?

Hi Kevin,
Export your RSD project into a folder.
You can then editor only the html files and the main.css file with the CC HTML Editor or the WeBuilder.
Don't modify the other css file created with Coffeecup Software.

Yes you can switch the background image on hover in RSD.
