Sounds like you might have got a bad download. Try redownloading the cart again.
When you do this reinstall, be sure to delete the shop online completely so that it's starting a fresh upload in case any of the files that are uploaded are corrupt and may be causing this issue also.
Trust us when we say this is definitely not a normal thing to happen. I've only had one issue with my shop and that was with corrupt file that was replaceable in over a year's time so it's not a typical problem
