I am having trouble with buyers being able to get to paypal without being charged shipping.
I am using weight based shipping, and the process I have found that allows users to do this is:
1) Add an item to the cart that does not qualify for First Class Shipping ie. >13oz
2) Select USPS First Class Shipping and State
3) This will display the "Total weight or volume...." error
4) Click "Check out with Paypal"
This will allow the user to proceed to checkout without being charged shipping.
This can also happen if you first add something that qualifies for First Class Mail, select shipping options, delete the item, and then add an item that weighs over the first class limit. This does not display any errors at all and allows the user to proceed to checkout with no shipping charged.
I have had about 4 out of 10 purchases in the last month that have not been charged shipping.

I would suggest you report this to the CC Team with a Support Ticket as this isn't something the user to user forums can help you with. Sounds like something is either setup incorrectly or something is wrong somewhere in the software and they would need to help you with these things. We have seasonal offerings (we raise garlic) and this happened to us last year. It was suggested that I download the recent updates to both SCCP and Shopping Cart Designer Pro, which I did. That seemed to fix the problem last year.
I also re-checked to make sure all products had a proper weight shown on the More Options tab in the weight box.
This year, it is happening again, so I downloaded and installed the updates, but it continues to happen. I'll put in a support ticket as well, so maybe between the two of us, we'll get it figured out.
