Shipping--is there a maximum shipping...

We are offering some bulk items for sale, and due to the weight/size of the shipping boxes, the cost is high. In testing the online/published cart, the shipping charge shows up if I add one item to the cart. But if I add a second item, the shipping cost disappears. If I delete either of the two items, the cost shows up again.

Is this because there is a maximum, or because the cart stops at the last weight I entered? If the latter is the case, is there any way to tell the cart to note in the shipping area that the customers will indeed have shipping to pay? Currently, it looks like we are offering free shipping for the larger orders, which we can not do.

That's the same issue I'm having right now. Looks like I will be typing all the weights/zones for UPS ground manually. There needs to be a little more flexibility in the shipping interface with either API use or more options for directing customers orders to the right shipping cost.
