If you have SCC Pro, I would not leave it blank. You may decide at some point to start using Inventory Management and then it will not work because you did not add the token.

WOW - how is the average user supposed to know how to do this? I guess this shows the importance of software-support forums.
I was having trouble with this very issue on my site and logged in here to ask some questions. I found everything i needed to know in this post and have found and installed my paypal identity token in five minutes - (after spending an hour in my paypal account and just getting more and more confused).
Well done to the people who take the time to respond to questions in this forum - many thanks, you do a great job and I for one certainly appreciate your help!

If you right click on the little question mark next to the payment set up you will see the instructions.

It is included in the software. If you look on the dialog where you configure PayPal, there is a "?". If you click that, everything you need to know is right there.

It takes 10 days to get a paypal token from paypal

I got my immediately, just yesterday. Try calling them 1-866-837-1863. They may or may not be there today as it is Turkey Day.
