Can I rearrange the page elements?

I would like to be able to change the size and location of various page elements such as the menu bar, the Shop Home Static Content area, etc. It seems as though I am limited by the basic theme I start with and there is no way around it.

I thought this program was supposed to allow me to create a shop theme. Is there another program that I need for that?

No, you cannot rearrange the page elements. The program does includes 4 blank themes that include no styling that you style from scratch. There is no other program to rearrange the page elements for the Shopping Cart themes.
