The puzzling thing is I removed the editor from the machine to reorg the drives, I was runnning out of C space. It was the version I had before (I think) so it has been on the machine before. It is an older Tecra laptop running and 'up to date' XP. 2008 HTML editor installs properly. I am running that for now until I can resolve the win32 problem.
Any suggestions gratefully received, I want the 2010!
