Your post stated you had to repurchase it? You never have to repurchase the same software you purchased before. Total rewrites that make a program a completely different one will sometimes be considered new software, but for the most part you never have to pay for updates or to get your software again. You just need to log in and go to your downloads page here on the CC website and it will all be there. If you couldn't get logged in then putting in a Support Topic to CC would be the best thing to do to get access to your products.
If you repurchased I would talk with someone at CC on a Support Topic and see if you can be reimbursed.

Also, if you have the newest build you should also have a text file in the file you downloaded which will have a link to the old build 12 that is the last build that included the Visual Tab should you wish to continue using that instead of VSD. I have to concur with SirAGE though, VSD is what you should be using, the only issue is that you'll need to redo the site as it has no import functions for importing existing websites.
