Caching behavior can drive you nuts. Never hurts to clear browser cache whenever something that "should" work doesn't.
While we're on the topic of caching, note that many Web frameworks and content managers cache on the server side for reasons of performance and scalability. That means the developer must think about clearing local AND server caches to avoid getting fooled.
