Using the Forms software program with HTML Editor. Can the Subject part of the Form have a default entry for consistency and to reduce entry by customer?

Yes.
For any input box you can specify a 'starting text' and that text will display on the form, just like the user typed it in. I have never used this feature, but it should become part of the information forwaded under 'subjet' in the email. (I hope)
In the form settings on the right of the program window, you will see the "Input Box" section, and just below that the "Name" and "starting text". Hope this is what you were looking for.
