Is it possible to set HTML Editor to open to the Working folder instead of the Projects folder?

Under Tools/Preferences/General tab you can select which tab will open. My computer or my websites. Then in the folder tab you can set your default working folder.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
