It takes whateve is in your VSD project and uploads everything back to the server. If files are there, they get overwritten.

Re-Sync uploads everything. Publish simply uploads the changes.

Re-Sync will take longer, especially if you have a slow connection
Started using CC VSD in January 2009, I don't do HTML code, Sales from CC site exceeding expectations taken me out of semi-retirement
