Which version of the 5.9 have you got? The latest is 5.9.3, and it creates this meta tag:
<meta name="generator" content="CoffeeCup Visual Site Designer, Version 5.9.3 for Windows">
If you want any others, you have to insert them, using the html tool.

Under Help->About 5.9 is all that is displayed. I dont know
where else to look for version info.
Yes, the sw does generate

The development environment under "edit->edit keywords and description" allows you to enter keywords and descriptions.
My question is .. is that functionality working in any 5.9 release.

They are showing up in my source. version 5.9.3, note you can even enter your meta tags in the edit>-edit header if you wish to.

How do you find out what ver you have down to the second decimal place ?

Look in the html produced by VSD. Near the top, you should see something like this:

Using VSD 5.9.4
Now that really was a quick response and update.
However, for some reason the issue of keywords applying to every page doesn't seem to have been fixed, although the Help file says it has been corrected in 5.9.4
