and sometimes it seems it only scans the pages with changes.
My website is approx. 75 pages. I made some changes on a few pages -- nothing big -- and uploaded. VSD went through it's normal process and 10 minutes later my site was uploaded. As I was checking to make sure the changes I had made were working properly I noticed that I forgot to create a link for one of my photos. I opened VSD and made the change and clicked publish. In mere seconds the change was uploaded.
Why does VSD seem to scan all pages during some uploads and then sometimes just the page that was changed?

That is how the upload process works. It first needs to read every file and image on your local computer and then compare that with each and every file on your server to determine what needs to be uploaded.
