Im currently test drove VSD, and waiting for the new version and frames are totally possible
Just create them with the HTML tool , create a navigation bar and point the link to the desired frame.
I don't recommend doing it ,but VSD can do it !

When you create a site in VSD it will save it to your harddrive as the full site so you can edit all the pages separately if you want to in HTML Editor or whatever code editor you use. I'm not sure "how" it saves this, if it does it automatically or you have to tell it to do so, but I do know it does it lol.

Do keep in mind not to use the HTML Editor Visual editing system along with the Code system as the 2 functions don't play nice together so don't try to use that way as a work around. Other than that you are fully able to edit your pages once you've done all you want to do in the VSD program.

Keep in mind though that you won't ever be able to take it back to VSD with any of the changes you make. If that works for you then you should be set to go either using an HTML Editor or following the suggestions of Janys and Hotwheels and using the HTML Tool built into VSD.
