I can create great pages in vsd but I cannot create any sort of frame to differentiate it within the browser... if I change the background to the page the whole background changes leaving all elements floating.... please help

Maybe this.
Click on "Page" at the top then in the properties box select "Center design".

You can also have a different page background (Page Settings) from the browser background (Settings in the top menu bar). For either, you can have a solid color, gradient or image. Have a look at some VSD templates to get inspired:
