I have an animated GIF that inserts and works just fine ... at first. It seems that when I edit anything and re-publish my site the animated GIF is there and functioning, but there's also a stationary version that's part of the page image file that VSD creates.

I can fix things by deleting the GIF and adding it back, but that's definitely a work around. Why is the GIF image getting embedded.

Have you tried to resync your site?
