You can use CoffeeCup software to create a site similar to one in your link. Download some of the programs trial versions, test the software, post questions here in the forums for specific help. If you like what you are trying, you can then buy the registered version.

There are many hosting companies for you to host your site. I recently read some advice to get a hosting company that is primarily a hosting company. Some companies are primarily focused on selling domains, and hosting is secondary.

FYI, for hosting, I am getting good service from HostNexus. I am using NameCheap for domains. No problems there, either.
